The game offers a unique experience with its in-depth ship design systems and detailed combat mechanics. However, the parts that would allow you to enjoy it are lacking and are basically unchanged from RTW1. Some of them being: 1) Tactical AI is inadequate. There are two important factors that make AI in such games enjoyable: one being able to act in a way that is believable for historical period and two not sucking hard, i. e. not being dumb and abusable. The game fails both. The top offenders are complete cluelessness of AI in regards to land (it just tries to swim through and slides by the shore) and enemy position (incapable of scouting/searching, often can swim straight through enemy ships when trying to position itself after lead division etc.). Special mention goes to inability to choose firing distance based on current fire control and torpedo development: it starts too large and ends too small, with the only noticeable factor being maximum gun range. 2) Blockade mechanics is extremely annoying, when you are blockaded you can not fight back properly: 2/3 of the time mission generator gives you no combat at all for the turn (enjoy being blockaded), the rest 1/3 are indecisive fights with light or cruiser forces. You can have the best and most ready battleship fleet in the world, but it will never get to fight enemy main force. 3) AI budget mechanics. Somehow AI being at peace and with no tensions can outbudget a player in a war, while having less basic resources. Combined with the fact that when player is fighting a war his upkeep is 150% and AI being at peace can mothball half of its fleet for 20% upkeep this leads to peer nations generally having 20-50% more tonnage than player, unless you abuse tactical AI dumbness and sink them by the hundreds. In general, the game has a very good potential but is ultimately flawed, and while it got new cool features the flaws have barely changed over the last 10 years of development.
